Lori Duncan, Dot Lofstrom, Sam Savig and I represented PHSIEHD.
Kerry Wasson and Bob McMillen represented the County as the responsible party for the
contaminated sites. The following is a summary of the site discussions and PHSIEHD directives
for the sites. It was discussed that the Airport facility at 5000 S. Airport Way, Stockton, has not
been assigned to your department for representation. PHSIEHD will direct the responsible
parties for the Airport facility to submit a work plan to investigate the contamination at that site.
It was discussed that a limited amount of money has been allocated by the County for the
investigation and remediation of these sites. It was also discussed that the State of California has
recognized that Methyl Tertiary Butyl Ether(MTBE) is a risk to the environment and that priority
for further work at sites would be based on site specific risk factors.
1810 E. HAZELTON, STOCKTON
Soil and groundwater contamination of MTBE as well as petroleum hydrocarbon contaminants
has been confirmed at this site. Currently, this site is of highest priority. The vertical and lateral
extent of the contamination in the soil and groundwater must be defined. A survey to locate all
wells within 2000 radial feet of this site was conducted. The Department of Water Resources was
contacted but well logs indicating the location and construction of the two wells identified were not
provided. California Water Service was also contacted but information on their seven wells that
were identified was not provided. There was no discussion about any commercial or industrial
sites (including Diamond Walnut)that may have wells nor was their discussion about the City of
Stockton wells located at 1050 Diamond. The well survey information was faxed to PHSIEHD
and the map is not clear. The above information can be compiled and submitted to PHSIEHD by
Facilities Management staff. A work plan to continue the site investigation has been approved by
PHSIEHD. Other consultants will review the proposal and costs prior to this scope of work being
performed or scheduled.
145 S. SUTTER, STOCKTON (HUMAN SERVICES)
Quarterly sampling and monitoring of the groundwater at this site must continue. Analysis for
oxygenates has been performed on the groundwater samples collected from the monitoring wells
at this site and were not detected so this analysis can be discontinued. The vertical and lateral
extent of contamination at this site has not been defined. This definition will be required later.
Groundwater has risen since the initial investigation at this site was performed. The benzene
identified in the vadose zone (soil above groundwater) previously is now in the saturated zone.
The potential for benzene in the building air should be evaluated. This evaluation should be
submitted by September 1, 2001.
A Division of San Joaquin County Health Care Services
