Wetmore
Manteca CA 95336
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has reviewed the
Preliminary Investigation and Evaluation Report dated October 12, 2000 that was prepared by Advanced
GeoEnvironmental, Inc. (AGE)for the above referenced site and has the following comments.
The report documents fieldwork that took place on March 20, 2000, when three soil borings were
advanced to a depth of 25 feet below surface grade (bsg)far the purpose of collecting soil and grab
groundwater samples for analysis. Results of the analyses indicate that groundwater in the vicinity of the
former underground fuel tanks has been impacted with petroleum hydrocarbons and fuel oxygenate
additives, and that the extent of the contaminant plume has not been defined. The water sample from
boring B-1 had 430 micrograms per liter(µg11) methyl tertia Iy butyl ether (MtBE), 28 µg11 benzene, 110
µg11 total petroleum hydrocarbons as gasoline (TPHg)and 400 µg11 of tertiary butyl alcohol (TBA). The
water sample from boring B-2 had 10,000 µg11 MtBE, 310 µg11 benzene and 1,200 µg11 TPHg. The water
sample from boring B-3 had 67 µg11 MtBE. One soil sample, the 20-foot sample from boring B-2, had 1.6
milligrams per kilogram of MtBE, This was the only positive analytical result from a soil sample.
The report states that the State of California Department of Health Services (DHS)adopted a
concentration of 13 µg11 as an action level for MtBE in March 1999. Please note that in May 2000 the
DHS approved the adoption of the primary maximum conta inapt level of 13 µg/l for MtBE. The DHS
has established 12 µg11 as an action level for TBA.
The report recommends the installation of soil borings and monitoring wells to further assess the
horizontal extent of impacted soil, the horizontal and vertical extent of impacted groundwater and to
monitor the groundwater contaminant plume. PHSIEHD agrees with this recommendation, Prepare a
work plan to continue the investigation of the vertical and lateral extent of the documented petroleum
hydrocarbon contamination at this site. Submit the work plan to PHSIEHD by December 1, 2000.
