LFR Inc. <br /> The "Water Quality Control Plan, Sacramento River and San Joaquin River Basins" <br /> (RWQCB 1998) designates beneficial uses, establishes water-quality objectives, and <br /> contains implementation plans and policies for all waters of the Basin. The designated <br /> beneficial uses of the groundwater, as specified in the Basin Plan, are domestic and <br /> municipal, agricultural, and industrial supply. <br /> Two production wells are located at the Site (PW-1 and PW-2; Figure 3). PW-1 is <br /> screened from 150 to 215 feet bgs. PW-2 was installed by the previous property owner <br /> and the screened interval is not known; however, the pump was set at 130 feet bgs. <br /> Based on review of California Department of Water Resources (DWR) well logs, there <br /> is one well (screened from 170 to 230 feet bgs) located at the adjacent and <br /> downgradient Teichert Aggregate facility. <br /> 5.0 SUMMARY OF WORK COMPLETED <br /> This section provides a summary of the site activities conducted during January 2003 <br /> through May 2006. <br /> 5.1 CEQA Initial Study <br /> LFR prepared a CEQA IS (LFR 2003c) for the Site on behalf of the CIWMB and <br /> DTSC in accordance with the California Environmental Quality Act (§ 21000 et seq., <br /> California Public Resources Code) and implementing Guidelines (§15000 et seq., Title <br /> 14, California Code of Regulations). <br /> Based on the results of the IS, the DTSC Branch Chief determined that the proposed <br /> project "could not have a significant effect on the environment and that a Negative <br /> Declaration would be prepared pending the implementation of proposed conservation <br /> measures provided in the IS." The proposed conservation measures were incorporated <br /> into Section 7.2.4 of the RAP and a Negative Declaration was prepared and signed by <br /> the DTSC on July 22, 2003. A copy of the Negative Declaration is included in <br /> Appendix C of the RAP, which can be found in Appendix A of this report. <br /> 5.1.1 Air Quality <br /> Conservation measures, consisting of dust control via water truck and/or hose spray, <br /> were implemented to comply with the San Joaquin Valley Unified Air Pollution <br /> Control District (SJVUAPCD) Regulation VIII Control Measures for construction <br /> emissions of PM-10 contained in Table 8021-2 of the 2001 SJVUAPCD Rule 8021 <br /> "Construction, Demolition, Excavation, Extraction, and other Earth Moving <br /> Activities" guidance (adopted November 15, 2001), as applicable. It was agreed with <br /> the SJVAPCD that a formal Dust Control Plan would not be required. However, <br /> extensive air monitoring and dust control measures were implemented during removal <br /> activities.
