LFR Inc.
5.1.2 Biological Resources
Based on documents reviewed by LFR, of the 58 special status animal species that may
be found in the general area, eight species had a moderate to high potential to be found
in the project area and potentially affected by project activities. These species include
the San Joaquin Kit Fox and the California Burrowing Owl.
On March 17, 2003, before preconstruction removal field activities began, LFR and
SCI personnel surveyed the Site with a representative of the CIWMB to assess the
potential project impact on biological resources. No live animals or evidence of active
dens for endangered species were found near the areas of remediation activity. Based
on the initial field survey, SCI was given the notice to proceed with preconstruction
removal activities. A field activities site safety meeting was held on March 20, 2003,
and included SCI staff, LFR staff, and CIWMB representatives.
Although no live animals or active dens were discovered during the biological survey,
conservation measures (such as disposing of trash daily, inspecting construction
material for animals, and/or general awareness of migrating animals) were
implemented. Details regarding the conservation measures supporting the biological
survey results included protection of the San Joaquin Kit Fox, the California Burrowing
Owl, and other Special Status Species as summarized in the RAP (LFR 2003b). No
observations of the identified species were noted by SCI during the field activities.
5.1.3 Cultural Resources
An initial field reconnaissance did not reveal any known historical resources located
directly on the project site. The Central California Information Center (CCIC) within
the California Historic Resources Information System (CHRIS) was consulted. The
CCIC file search indicated that no historic or prehistoric resources within the project
area or in the vicinity of the project area have been reported to the CCIC.
LFR contacted the Native American Heritage Commission (NAHC) on September 3,
2003. The NAHC was provided with a project description and contact information
regarding the proposed site remediation activities.
A local archaeological firm, Pacific Legacy Incorporated (PLI), was contacted and
provided with site information and CCIC file search results. Pacific Legacy prepared a
Cultural Resources Assessment for the project area and concluded that the survey for
historic resources recommended by the CCIC would not result in the identification of
any resources. No archaeological resources were discovered during excavation.
Page 12 rpt-RA_summ-Nov06-fina1-09025:FNC
