(Stratus) has prepared this letter, on behalf of the Knowles
Family Trust, in regards to the underground storage tank fuel leak case at 102 South
Wilson Way, Stockton, California. Between November 2010 and June 2011, a previous
consultant representing the Knowles Family Trust injected hydrogen peroxide into the
subsurface at three wells located on the subject property (VW-1, VW-2, and VW-6) in an
attempt to mitigate petroleum hydrocarbon impact to groundwater. After reviewing results
of historical groundwater sampling, including data from the third quarter 2011, Stratus
recommended, in a report dated October 24, 2011, that a revised groundwater remedial
approach be developed for the site. After reviewing the October 2011 report, San Joaquin
County Environmental Health Department (SJCEHD) issued a letter, dated December 8,
2011, concurring with Stratus' recommendation and requested that a modified Remedial
Action Plan (RAP)be developed and submitted for agency review by February 3, 2012.
Stratus has prepared this letter in order to request a 2-month extension for preparation of -
the modified RAP. Since ending the hydrogen peroxide injection work, only one
groundwater sampling event has been completed at the property. By extending the
deadline for submittal of the modified RAP, Stratus will be able to incorporate the findings
of the second post-remediation well sampling event into the decision making process used
to develop the scope of work proposed in the modified RAP.
It appears as though well VW-6 is obstructed at approximately 30 feet below surface grade.
Based on information available regarding this well, VW-6 is screened from approximately
30 to 60 feet below surface grade, and thus the obstruction is near the top of the well
screen At this time, Stratus is unable to identify a reason as to why the well has become
damaged; however, the well appears to have become obstructed shortly following initiation
of hydrogen peroxide injection into this well (noted by previous site consultant in February
K:\Knowles-Wilson Way\Correspondence\knowles-wilson-extension.doe
