Mr. George Lockwood <br /> Technical Reviewer <br /> State Water Resources Control Board <br /> UNDERGROUND STORAGE TANK CLEANUP FUND <br /> July 3, 1996 <br /> Page 2 <br /> A Cost Proposal was received from Ground Zero Analysis, Inc. on April 1, 1996. We received <br /> correspondence from McLaren Hart dated March 14, 1996 and Environ dated March 20, 1996; <br /> both indicated that they were not going to bid. No other bids were received. <br /> 1 placed a telephone call to you and told you that I had put this project out to bid and only <br /> received one bid. I asked you if I could submit the one bid, along with the letters declining to <br /> bid to obtain pre-approval of costs. You advised me that this was not acceptable and that I <br /> should either 1) contact all the consultants I sent bids to and ask them if they intend to bid, 2) <br /> send the IFBs to different consultants or 3) contact San Joaquin County and request their list of <br /> suggested consultants to send the IFBs to. <br /> On May 8, 1996, our office contacted the consultants which were sent IFBs. We spoke to <br /> several persons and left several messages as follows: <br /> 1. Dave Jenkins of Kleinfelder requested another copy of the IFB. I faxed another <br /> copy of the IFB and asked to be advised if they would submit a bid. <br /> 2. A message was left on voice mail at Brown & Caldwell. A return phone call <br /> informed us that they had decided not to bid on the project. <br /> 3. We left a voice mail message with Levine-Fricke requesting if they intended to <br /> submit a bid. J.P. Salgado returned the call and said (hey would review (he 1111 <br /> which we previously sent and get back to us. We faxed another copy of the 1FB <br /> to him. We asked that they submit a bid before May 31st. <br /> 4. I spoke to a receptionist at Harding-Lawson. She indicated that she would route <br /> the IFB to appropriate party and would have him/her call back. Mr. Henderson <br /> called back and said he would route the IFB to proper party. <br /> 5. Ecology & Environment never returned our phone calls nor responded to our <br /> IFBs. <br /> 6. Dames & Moore indicated they never received the IFB and requested that we <br /> send them another copy, which we did on May 9, 1996. <br /> We requested that if these consultants were to submit a bid, we would appreciate receiving it <br /> before May 31, 1996. <br />
