Mr. George Lockwood <br /> Technical Reviewer <br /> State Water Resources Control Board <br /> UNDERGROUND STORAGE TANK CLEANUP FUND <br /> July 3, 1996 <br /> Page 3 <br /> On May 16, 1996, Greg Prindle of Aman Environmental, a subsidiary of Dames & Moore, <br /> came by our offices and asked for additional technical information. He said that he was very <br /> interested in submitting a bid and had, in fact, gone to the site. However, he felt that because <br /> Ground Zero had prepared the Corrective Action Plan, they probably were guaranteed the joh <br /> and he did not want to waste his time preparing a bid. I explained to him that the bids would <br /> be submitted to the Tank Fund for pre-approval and that Ground Zero was not guaranteed the <br /> .job. <br /> Several of the consultants I contacted reflected the same feeling. Most consultants indicated that <br /> they were very reluctant to bid because they did not want to waste their time if we were only <br /> trying to fulfill the Tank Fund's 3-bid requirement. I assured them that all consultants were on <br /> equal footing and that the most cost effective bid would be awarded the job. <br /> On May 31, 1996, we followed up with the consultants who had shown an interest in bidding <br /> as follows: <br /> I. Called (larding Lawson - left message to have Greg Fasiano return call. Greg <br /> Fasiano called back and advised that he did not remember seeing the letter and <br /> asked that we fax another letter for his review. Letter was faxed on May 31, <br /> 1996. <br /> 2. Called J. P. Salgado at Levine-Fricke and tell a message on his voice mail to call <br /> back regarding IFB. <br /> 3. Called Dave Jenkins at Kleinfelder in Sacramento and was told to call Tony <br /> Martin, Regional Manager, in Stockton. Called Tony Martin at Kleinfelder in <br /> Stockton and he advised that they would not be submitting a bid. <br /> In late May, Aman Environmental called and indicated that they could not meet the May 31 <br /> deadline and requested an extension to submit a bid until June 7, 1996. To date, no bid has <br /> been received from Aman Environmental or Dames & Moore. <br /> On June 10, 1996, Levine-Fricke contacted our office to inform us that they would not bid on <br /> the IFB. <br /> On June 26, 1996, I contacted Linda Turkatte of the San Joaquin County Public Health Services <br /> Environmental Health Division to advise her that I could not meet the deadline set forth on the <br />
