In telephone conversations with your consulting
firm, Ground Zero Analysis, Inc., PHS/EHD has been told that the soil will be resampled even though it
is not a requirement from this office because of fears that this lack of data will cause regulatory
problems in the future. PHS/EHD understands the concerns of your consultant and offers the following
comments for your consideration.
The results of soil samples collected from this pile in 1989 showed only nominal levels of
contaminants. In the six years since that sampling, natural degradation activity has likely reduced
these levels even further. Given the current conditions at the site and the negligible levels detected in
1989, PHS/EHD has determined that additional soil analysis from this pile will serve no useful purpose
to this agency and are not warranted or required at this time.
This soil appears to be fill material (not naturally occurring from the site) and can be used to backfill
the area from which it was excavated. Please be assured that the use of this soil as backfill without
resampling will not impede the ultimate closure of this site, should the closure requirements be
otherwise satisfied.
Should you still wish to sample this soil, please be advised that as it is not a requirement of
this office it may not be reimbursable by the cleanup fund program.
If you have any questions or wish to discuss this letter in more detail, please contact Linda Turkatte,
Senior REHS, at (209) 468-3441.
Donna Heran, REHS, Director
Environmental Health Division
q.
Linda A.
