This <br /> contamination in the soil is consistent with the general layout of the former tank system at the site and it appears <br /> to extend to groundwater. <br /> Based on the outcome of numerous remedial actions in this county at sites which are similar in nature to this one, <br /> soil vapor extraction has been demonstrated as the best available technology to reduce the levels of <br /> contamination given like conditions. <br /> Five soil borings were drilled in the area of impact and are available for completion as vapor extraction test wells. <br /> Any additional cost to build vapor wells in these available boreholes will not be excessive, and will certainly be <br /> less than the cost to destroy these boreholes now and redrill new boreholes in the same general area for this <br /> purpose in three to four months time. In addition, by constructing wells in these existing boreholes, the cleanup at <br /> the site will be initiated quicker, will lower overall cleanup costs and shorten the time to site certification. <br /> Therefore, San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) hearty directs <br /> you to install vapor extraction wells in these borings at this time. These wells will be used for initial testing <br /> purposes and will most likely be successfully utilized in the future remedial system as well. <br /> These existing wells will be available to begin contaminant reduction as soon as a system can be designed and <br /> implemented. Based on the results of the vapor extraction testing as well as actual data from an operating <br /> system, additional wells may need to be installed at the site at a future date to augment these initial wells. <br /> PHS/EHD understands that reimbursement from the State Water Resources Control Board Cleanup Fund <br /> (SWRCBCF) is a concern. PHS/EHD has contacted SWRCBCF staff and it was mutually agreed that the <br /> completion of these wells as vapor wells at this time is a more cost effective approach than to redrill these borings <br /> in the same general area at a later date. As long as the cost for the construction of the vapor wells is not <br /> excessive or unreasonable (similar costs to those of the monitoring wells already approved), it should not affect <br /> your reimbursement request.
