Knowles-Roek Page 2 of 2
October 15, 2014
102 South Wilson Way
Stockton, CA 95205
EHD representative arrived. The EHD was later informed by a field technician by phone that the
groundwater sampling event had previously taken place on December 16, 2013. On September
18, 2014, the EHD was informed via email, of a groundwater sampling event to take place on
September 24, 2014; when the EHD representative arrived at the LOP site at the appointed time
on September 24, 2014, she found no field technician onsite. EHD had not been notified that the
sampling events were either canceled or changed to different times and/or dates. The EHD was
thus precluded from being able to observe the field work.
To remedy this situation, the EHD is directing you to ensure that all future groundwater sampling
events are scheduled to occur between 8:OOAM to 4:30PM to allow for an EHD inspector to
observe fieldwork performed and that the EHD be informed of schedule changes at least 24
hours before the originally scheduled field event and 48 hours in advance of the new sampling
date to accommodate an EHD inspector to attend. Failure to schedule sampling events during
the specified hours and failure to notify the EHD of schedule changes may result in rejection of
the analytical data submitted for that sampling event. You, as the responsible party, may also be
liable for all of EHD hourly fees for wasted time and resources. In addition, the State Water
Resource Control Board's Cleanup Fund may be notified that the sampling event was
unauthorized and that the EHD would not recommend approval of cost reimbursement.
If you have any questions or concerns, please contact Angelica Sandoval Marin at (209) 468-
2807 or by e-mail at amarin@sjcehd.com.
Sincerely,
Angelica S. Marin, REHS Nuel C. Henderson, Jr., PG
Senior Registered Environmental Health Specialist Engineering Geologist
c: Scott G. Bittinger, P.G., Stratus Environmental, Inc., 3330 Cameron Park Drive, Ste 550,
Cameron Park, CA 95682
Cori Condon, California Regional Water Quality Control Board Central Valley Region,
11020 Sun Center Drive, Suite 200, Rancho Cordova, California 95670
