' Attachment 1 contd.
V-)
Roeks'consultants, Balbi &Chang Associates (BCA) and Leedshill-Herkenhoff Inc.
(LH).
Preliminary Site Assessment
B; In April, 1988 BCA installed three soil bonngs TBI,TB2, and TB3 as shown in Figure
2 These bonngs were installed to determine the presence or absence of petroleum
hydrocarbon contamination at this site Soil sample from TB 1 at a depth of 2 feet in
the area of the tank excavation contained a maximum of 196 mg/kg of Total Petroleum
Hydrocarbons. In an attempt to remediate this site, sods were excavated to a depth of
about 4 feet and stockpiled on site
Balbi &Chang Associates' April 1988 site assessment was performed without
regulatory approval and oversight. Therefore, an approved follow-up investigation
was conducted in April 1989 by Balbi &Chang Associates. This work consisted of
four additional soil bonngs which indicated the presence of trace to non-detectable
levels of petroleum hydrocarbon constituents Three of the four bonngs were
converted into monitoring wells MW2 contained BTEX concentrations between 3 to
13 mg/1 and a TPH concentration of 110 mg/kg The other two wells contained trace
to non-detectable levels of BTEX and TPH
Two other site investigations were conducted by LH in January 1990 and September
1990 This site work resulted in a total of eight additional soil borings and three
monitoring wells During LH's first site investigation, seven soil bonngs and two
monitoring wells installed Analytical testing performed on the collected soil samples
boring TB5 indicated TPH at a maximum of 12,000 ppm in the soils at a depth of
about 15 feet in the northwest corner of the site
All of the drill cuttings from both the previous consultant's site work was segregated
by soil bonngs/well and labeled and contained in 55-gallon drums on the property
Subsequent to these investigations, soils from the drums filled by BCA and the
stockpile of excavated soils have been analyzed for TPH and BTEX This analyses
indicated trace to non-detectable TPH and BTEX In September 1992, Kennedy/Jenks
Consultants (KJC) collected four sidewall samples from the excavation Analyses of
{
