Wilson Way, Stockton March 27, 2009 <br /> You may prepare this report yourself unless geologic or engineering interpretations are <br /> included which would require that it be prepared by an appropriately registered <br /> professional. These letter reports are due on Geotracker by the 15th of the month <br /> following each quarter's end. <br /> Also included in the recommendation section of the QMR was a request to postpone the <br /> soil vapor extraction-insitu air sparging pilot test until the CUF reestablishes funding for <br /> your site. Unfortunately, the EHD cannot permit responsible parties to discontinue their <br /> required investigation and/or remediation unless it can be determined that there is <br /> technical justification for it or if the EHD has deemed the investigation and cleanup <br /> complete. The ground water beneath your site is highly contaminated and must be <br /> remediated and the EHD believes the remedial testing is warranted at this time. <br /> Unless you can provide technical justification that the residual contamination that <br /> remains at this site is not a threat to the public or is continuing to degrade the ground <br /> water, you must continue to test and implement your remedial action. Please provide a <br /> schedule to the EHD by April 15, 2009 that includes dates that the pilot test will be <br /> conducted, the date the report of findings for the pilot test will be on Geotracker and <br /> when any additional remediation wells will be installed. <br /> In lieu of a remediation schedule, you may submit the technical justification explaining <br /> why delaying the pilot test will not adversely affect the public and ground water quality. If <br /> you choose this approach, the technical justification document must be at the EHD by <br /> April 15, 2009. <br /> Thank you for your cooperation.
