Yosemite, Manteca, <br /> California <br /> Dear Ms. Meays <br /> Environmental Control Associates (ECA,) has been requested by Pontes <br /> Quicki Xlean Car Wash (Pontes) and Aegis Environmental, Inc. <br /> (Aegis) to provide a technical proposal to conduct a soil: core <br /> sampling program at the Pontes Qulo 1 Klean site, 707 E. Yosemite, . <br /> Manteca, CA to address San Joaquin County Environmental Health <br /> Division (San Joaquin County) doncerns, regarding potential <br /> rezai_ning contaminated soils at the site. This proposal serves as <br /> a workplan for the proposed soil boring program. <br /> Based on ECA's knowledge of the site, in August 1956 about 40 <br /> gallons of Unleaded gasoline were el.eased to soils at the site <br /> from a vent pips: during pips preE sure testing activities. No <br /> roduct--lines were found to be lea ting. In January 1987 Pontes <br /> obtained a San Joaquin County permit to remove contaminated soils. <br /> A large volume of soil was removed from the area of the release and <br /> verification samples were obtained anonie Environmental Services <br /> Corp. to demonstrate adequate cleanup of soil was performed. San <br /> Joaquin County desires additional soil borings to satisfy <br /> regulatory concerns that an adequate cleanup was performed. <br /> Based on the California LUFT Man al,, the vertical and lateral <br /> axtont of contamination must be delineated at sites where a release <br /> of cont&adnntion to soils occurred. if the vertical extent of <br /> contami.natzon extends into groundwater thein, the magnitude and <br /> extent of groundwater contamination must be established by <br /> installing monitoring molls and eon acting water quality sampling. <br /> BCA's technical proposal Contains a description of the proposed <br /> soil core sampling procedures, probB installation techniques, and <br /> sample collection nethods utilized by ECA. ECA's sampling system <br /> works by driving small diameter pro s into soils to collect 1--foot <br /> aor6 samples. ECA's system does not generate soil cuttings or <br /> hazardous wastes which must be cont inerized and properly managed. <br />
