CLEANUP AND ABATEMENT ORDER NO R5-2003-0713 6 <br /> FRANK and SHERRI GUINTA, dba GUINTA ENTERPRISES <br /> JAMES and MARILYN RAMSEY, <br /> 2072 WEST YOSEMITE AVENUE <br /> MANTECA, SAN JOAQUIN COUNTY <br /> Abatement of Discharges Under Water Code Section 13304 and with the Regional Board's Water <br /> Quality Control Plan for the Sacramento River and San Joaquin River Basins (in particular the <br /> Policies and Plans listed within the Control Action Considerations portion of Chapter IV) <br /> "Forthwith" means as soon as is reasonably possible Compliance with this requirement shall <br /> include, but not be limited to, completing the tasks listed below <br /> Water Supply Replacement <br /> PP Y P t <br /> 2 Continue maintenance and testing of wellhead treatment systems for twelve (12) domestic water <br /> supply wells impacted by polluted groundwater with MtBE If additional domestic water supply <br /> wells become impacted, wellhead treatment systems must be provided for those wells If GAC <br /> units require replacement due to pollutant breakthrough, then new GAC units shall be installed <br /> within 5 working days after laboratory notification of analytical results showing detection(s) of <br /> pollution after sampling the domestic water in the first inline GAC unit The Dischargers must <br /> maintain close communication with the laboratory to receive immediate sample notification when <br /> results show breakthrough of a GAC unit, in order to expedite the GAC replacement <br />' 3 Continue required testing of all nearby domestic and irrigation wells, and any additional wells <br /> deemed necessary in the future, as required by revisions to the Regional Board Monitoring and <br /> Reporting Program <br /> 4 Analytical results from water samples collected from an existing on-site domestic water supply <br /> well system must be included in future reports A chronological table of analytical results for all <br /> domestic and private wells must be included in future reports <br /> Groundwater Remediation Systems <br /> I 5 Continue operating the on-site soil vapor extraction/air sparging system to treat the polluted <br /> groundwater <br /> 6 By 15 November 2003, submit an Interim Effectiveness Report evaluating the existing soil vapor <br /> extraction/air sparging (SVE/AS) system in the source area The Interim Effectiveness Report shall <br /> include analysis of soil vapor samples collected from individual extraction wells and a series of <br /> total influent concentrations to determine effectiveness of the SVE/AS system on reducing <br /> pollution in the source area impacted from the UST release The Interim Effectiveness Report shall <br /> also evaluate the need for restarting the existing groundwater pump/treat system, and/or proposal to <br /> modify the existing pump/treat system to optimize hydraulic containment and removal of pollution <br /> in the source area The Interim Effectiveness Report shall include analysis of water level <br />' measurements and determine capture zones produced from average pumping rate data for the <br /> operation of the system during the 2000 and 2001 calendar years <br /> I <br /> I <br />
