Center Street <br /> Manteca, CA 95336 <br /> INSPECTION REPORT AND PROPOSED EXPANSION, MANTECA WASTEWATER TREATMENT PLANT. SAN <br /> JOAQUIN COUNTY <br /> Enclosed is a copy of the recent inspection of the subject wastewater treatment <br /> facility by Regional Board staff. Thank you for the excellent tour supplied by <br /> Mr. Warren Shannon of your staff. In general , the plant is well operated by Mr. <br /> Shannon and compliance with waste discharge requirements has usually been <br /> routine. However, as stated in the inspection report, there are several areas <br /> that need to be investigated regarding the current problems with settleable <br /> matter and total coliform concentrations in the effluent, and areas where <br /> additional information needs to be generated and supplied to our office regarding <br /> the proposed expansion and NPDES permit renewal . <br /> The plant has had problems meeting its settleable matter effluent limits since <br /> the plant was upset by the discharge of significant concentrations of solids from <br /> a pepper processor in the City of Manteca to the wastewater collection system. <br /> This processor bypassed the normal pretreatment system which is designed to <br /> remove a major portion of the solids. The upset also caused the plant to <br /> increase its nitrification rate, which in turn, raised the demand for chlorine <br /> used in the disinfection process. The plant is threatening to violate its permit <br /> effluent limit for total coliform monthly average caused by the inadequate <br /> disinfection (chlorine used by the increased nitrification) and solids carry <br /> over. Measures for correcting the problem are being explored by your plant <br /> operator and consulting engineer, The City should continue to investigate and <br /> implement means of correcting the settleable matter and total coliform problems. <br /> This recent plant upset underscores the need for an adequate industrial <br /> pretreatment program. It is anticipated that the plan being developed on your <br /> behalf by James Montgomery Engineers for submittal in the near future will <br /> provide such a program. The City should make sure that the proposed program will <br /> provide sufficient means to prevent the recurrence of discharges that may upset <br /> the plant processes. In addition, the City should submit information regarding <br /> the steps that have been taken in the interim to prevent the pepper processor <br /> from upsetting the plant. <br /> Regarding the proposed plant expansion, Regional Board staff is in the process <br /> of drafting the tentative NPDES permit renewal . Review of the information <br /> currently present on the wastewater treatment plant has led to the determination <br /> that additional information is needed before the drafting can be completed.
