Mr. David Jenkins -2- 26 November 1990 <br /> information that the City should supply our office can be addressed in a stream <br /> impact report that addresses the potential impact of the increase in discharge <br /> of wastewater on the San Joaquin River. This report should address the dissolved <br /> oxygen concentrations, BOD loadings, and ammonia toxicity as it relates to the <br /> increased flows. This report needs to be submitted as quickly as possible so <br /> that drafting of the tentative permit can continue. <br /> The renewed permit will also contain a time schedule for the submittal of reports <br /> that deal with the discharge of wastewater effluent and digested sewage sludge <br /> to land. Currently the plant discharges wastewater effluent to land during the <br /> summer months and sewage sludge as a fertilizer for crop growth. These reports <br /> are designed to provide Regional Board staff with information regarding the <br /> agronomic rates for irrigation and sludge application. The goal is to have the <br /> irrigation fields be a long term disposal option without impacting ground water <br /> nor rendering the fields useless due to salt buildup. The City should anticipate <br /> the preparation of these reports and should provide for their funding in the <br /> first six months of 1991 . <br /> We look forward to working with you and your staff in the near future on these <br /> issues.
