CENTRAL VAOEY REGIONAL WATER OUALITSONTROL BOARD <br /> INSPECTION REPORT <br /> 28 February 1985 <br /> DISCHARGER : MANTECA SEWAGE TREATMENT PLANT <br /> LOCATION & COUNTY : Manteca, San Joaquin County M <br /> CONTACT ( S ) : Manuel Oleivera, Plant Supervig i✓, R <br /> N <br /> INSPECTION DATE : 31 January 1985 yFACTy <br /> INSPECTED BY : Gary Reents, Kenneth Landau <br /> ACCOMPANIED BY : Noel Negley, Supervising Engineer of <br /> South San Joaquin Irrigation District. <br /> OBSERVATIONS AND COMMENTS: <br /> Ken Landau and I inspected the subject facility, accompanied by <br /> Noel Negley of the South San Joaquin Irrigation District , in <br /> response to a complaint by Mr . Negley that effluent from the <br /> treatment plant disposal fields was discharging directly into the <br /> Irrigation District ' s drainage ditch which borders the south and <br /> west sides of the fields. <br /> We drove or walked the length of the drainage ditch bordering the <br /> plant ' s disposal fields . The fields are loaded beyond their <br /> capacity as evidenced by standing water on the fields . Mr. <br /> Negley showed us two corrugated metal culverts which connect the <br /> disposal fields to the ditch ( see attached map) . One of the <br /> culverts is adjacent to field #3 and has no obvious inlet. The <br /> second culvert is connected to a small , tule infested pond <br /> ( within field # 3 ) by a vertical riser pipe. These culverts were <br /> reported to the Board previously by the San Joaquin County Health <br /> District ( see memorandum dated 20 July 1984 ) . No discharge was <br /> occurring at that time and the pipes reportedly had been plugged <br /> with concrete by the City. Both pipes were discharging a small <br /> amount of water to the drainage ditch at the time of our inspec- <br /> tion . There were no other direct discharges apparent, although <br /> there was evidence of past overland discharges from the ponds <br /> along the southern boundary of the fields. These breaks had been <br /> partially filled by plant personnel by using dirt, leaves, and <br /> refuse. <br /> Mr . Negley expressed concern over the City ' s plan to utilize <br /> another 80 acres of recently leased land south of the drainage <br /> ditch. He stated that this land is drained by pipes which empty <br /> into the drainage ditch and will be another source of wastewater <br /> effluent into the drain . I responded that I had only recently <br /> learned of the City ' s plans to lease more land for disposal of <br /> wastewater during a telephone conversation with David Mueller, <br /> REVIEWED BY: <br />
