MANTECA SEWAGE -2- 28 February 1985 <br /> TREATMENT PLANT, <br /> SAN JOAQUIN COUNTY <br /> Deputy Public Works Director for the City. At that time I <br /> requested him to submit a report describing how the additional <br /> land would be used, what additional capacity it afforded, and how <br /> -the City proposed to handle sewage from on-going and proposed <br /> residential building. I stated that we are concerned about <br /> further building in Manteca and expect the City to utilize new <br /> disposal land to alleviate the existing problem rather than as <br /> additional capacity for new connections. <br /> Samples were collected from field #2 , the drainage ditch adjacent <br /> to field #2 , the pond, the drainage ditch upstream and downstream <br /> of the outlet culvert from the pond , the furthest downstream <br /> point of the drainage ditch just before it exits the plant <br /> property , and the drainage ditch upstream of the plant at its <br /> intersection with Airport Road (background) . These samples are <br /> presently being analyzed by Anlab. <br /> During the inspection , effluent was observed being applied to <br /> field #9A. The effluent looked and smelled like raw sewage . <br /> After taking Mr . Negley back to his office , Ken Landau and I <br /> visited the sewage treatment plant itself for a brief inspection. <br /> The plant is designed for secondary treatment utilizing screen- <br /> ing, grit removal , contact stabilization , and clarification. <br /> Since the plant is at or above capacity at present, it affords <br /> little treatment as evidenced by the clarifier influent and <br /> effluent appearing indistinguishable from one another. All <br /> sludge removed from the wastewater is mixed back with the <br /> effluent prior to spreading on the fields. <br /> CONCLUSIONS: <br /> Manteca is in violation of Provision 5 of its Waste Discharge <br /> Requirements, Resolution No. 70-134 , which states: <br /> "There shall be no direct discharge to any surface water course <br /> that discharges to waters of the State or land owned by others <br /> than the City of Manteca. " <br /> Manteca is in threatened violation of the portion of the require- <br /> ments which states: <br /> " . . . the discharger shall report promptly to the California <br /> Regional water Quality Control Board, Central valley Region, <br /> any material change in the waste discharge or change in the <br /> conditions associated with its disposal . " <br />
