CA0081558 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> CITY OF MANTECA, CITY OF LATHROP AND DUTRA FARMS <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board,Central Valley Region, (hereafter Regional <br /> Board) finds that: <br /> BACKGROUND <br /> 1. The City of Manteca submitted a Report of Waste Discharge, dated 27 November 2001, and <br /> applied for a permit renewal to discharge waste under the National Pollutant Discharge <br /> Elimination System(NPDES) from the Wastewater Quality Control Facility(WQCF). <br /> Supplemental information to complete filing of the application was submitted on 14 March 2002, <br /> 5 September 2002, 17 October 2002, 20 May 2003, and 17 July 2003. <br /> The City of Manteca's WQCF accepts wastewater flows from certain areas of the City of <br /> Lathrop, therefore the City of Lathrop is named in this permit and is responsible for operation <br /> and maintenance of its wastewater collection system. The City of Manteca leases 150 acres of <br /> land from Dutra Farms (Assessor's parcel Nos. 241-320-01 and 241-320-02) for application of <br /> treated wastewater; therefore Dutra Farms is named in this permit and is responsible for the <br /> proper application and management of the wastewater on its land. The City of Manteca is solely <br /> responsible for the wastewater treatment facility. The City of Manteca,the City of Lathrop and <br /> Dutra Farms are hereafter individually and/or jointly referred to as Discharger. <br /> 2. The Discharger owns and operates a wastewater collection,treatment, and disposal system, and <br /> provides sewerage service to the City of Manteca and the City of Lathrop. The WQCF is in <br /> Section 4, T2S, R6E, MDB&M, as shown on Attachment B, a part of this Order. The existing <br /> treatment plant is on property owned by the City of Manteca. Land disposal of effluent is <br /> maximized by discharging effluent at agronomic rates seasonally to existing City-owned <br /> property, and additional leased property as shown on Attachment A, a part of this Order. Excess <br /> flow of treated municipal wastewater is discharged to the San Joaquin River, a water of the <br /> United States, and part of the Sacramento-San Joaquin Delta(Delta) at the point, latitude 37°, <br /> 46', 45" (deg, min, sec) and longitude 121°, 18', 00" (deg,min, sec). <br /> 3. The collection system consists of two main lines servicing the City of Manteca and one line for <br /> the City of Lathrop. A separate industrial waste line has been constructed for collection of food <br /> processing waste so that it can be separately treated and disposed on land. The industrial waste <br />
