WASTE DISCHARGE REQU1.1VlENTS ORDER NO. R5-2004-0028 -2- <br /> CITY OF MANTECA, CITY OF LATHROP AND DUTRA FARMS <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> SAN JOAQUIN COUNTY <br /> line is not in service. All waste is currently treated in the municipal treatment plant. The <br /> treatment system consists of raw influent bar screening, flow metering, and grit removal, <br /> followed by primary sedimentation, biofiltration, conventional activated sludge and secondary <br /> sedimentation. Secondary effluent is applied to agricultural fields at agronomic rates. Excess <br /> flows are chlorinated, dechlorinated and discharged to the San Joaquin River. Biosolids are <br /> dewatered by settling and evaporation and disposed of on-site by application to the City-owned <br /> property at agronomic rates. The discharger has requested the option to dispose of biosolids in a <br /> landfill in the future.
