WASTE DISCHARGE REQ MENTS ORDER NO. R5-2004-00210 -39- <br /> CITY OF MANTECA, CITY OTLATHROP AND DUTRA FARMS <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> SAN JOAQUINCOUNTY <br /> standards and time schedules contained in 40 CFR 503 whether or not they have been <br /> incorporated into this Order. <br /> 4. The Discharger is encouraged to comply with the "Manual of Good Practice for <br /> Agricultural Land Application of Biosolids"developed by the California Water <br /> Environment Association. <br /> 5. The discharger shall comply with the attached Monitoring and Reporting Program <br /> No. R5-2004-0028 biosolids monitoring requirements. <br /> On-site Biosolids Disposal Limitations: <br /> 6. The discharge of tailwater or field runoff within 30 days after application of biosolids is <br /> prohibited for application areas where biosolids has not been incorporated into the soil and <br /> there is not sufficient vegetation in the application area and along the path of runoff to <br /> prevent movement of biosolids particles from the application site. <br /> 7. The direct or indirect discharge of biosolids to surface waters or surface water drainage <br /> course is prohibited. <br /> 8. The discharge of waste classified as "hazardous"or"designated" as defined in Title 23, <br /> California Code of Regulations, Section 2521 (a) and Section 2522 (a), is prohibited. <br /> 9. The onsite application of biosolids at rates in excess of the nitrogen requirements of the <br /> vegetation or at rates that would cause the excess nitrogen or metals to leach to ground <br /> water, is prohibited. All sources (wastewater, fertilizers,biosolids) of nitrogen and metals <br /> to the application area must be included in the analysis of the total loading rate. <br /> 10. The onsite discharge of biosolids with pollutant concentrations greater than those shown <br /> below is prohibited: <br /> Constituent Ceiling Concentration <br /> M /k wei ht <br /> Arsenic 75 <br /> Cadmium 85 <br /> Chromium 3000 <br /> Copper 4300 <br /> Lead 840 <br /> Mercury 57 <br /> Nickel 420 <br /> Selenium 100 <br /> Zinc 7500 <br /> 11. Biosolids shall not be applied to land subject to erosion during a flood, or having a surface <br /> slope in excess of fifteen percent. <br />
