• <br /> INFORMATION SHEET ORDER NO. 97-115 (revised) -10- <br /> CITY OF MANTECA AND CITY OF LATHROP <br /> SAN JOAQUIN COUNTY <br /> Sludge Management <br /> The City of Manteca currently discharges sludge dewatered in drying beds to City-owned farmland <br /> adjacent to the treatment plant (as described in finding 9), at agronomic rates. New limitations on <br /> metal concentrations in sludge/soil mixtures and new conditions for sludge use as a soil amendment <br /> have been established. Order No. 97-115 requires the City to reevaluate the sludge and effluent <br /> application rates to land and submit a sludge management plan for approval of the Executive Officer. <br /> Pretreatment Program <br /> The City of Manteca is required under Order No. 97-115 to submit and implement a pretreatment <br /> program. The City submitted a draft pretreatment program, but as of yet, the Board staff has not <br /> approved the draft. Order No. 97-115 establishes a time schedule for development, submittal, and <br /> implementation of an approved program. <br /> Ground Water Monitoring <br /> Order No. 97-115 requires the monitoring of ground water to determine if the application of wastewater <br /> and sludge is having an impact. The City of Manteca has 5 existing wells and 1 new well located as <br /> follows: field 1, field 5, field 9 west, field 9 east, field 10 and the new well on field 3. The list of <br /> monitoring wells may be modified in the future to account for expansion of land reclamation practices. <br /> GKV/JJH/KYN:lm <br />
