CALIFORNL&GIONAL WATER QUALITY CONSPL BOARD <br /> CENTRAL VALLEY REGION <br /> 3443 Routier Road, Suite A, Sacramento, CA 95827-3098 <br /> NOTICE OF PUBLIC HEARING <br /> And <br /> Notice of Application for renewal of the Waste Discharge Requirements <br /> (National Pollutant Discharge Elimination System Permit) <br /> CITY OF NIANTECA AND CITY OF LATHROP <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> SAN JOAQUIN COUNTY <br /> The City of Manteca owns and operates the Wastewater Quality Control Facility that receives wastewater <br /> flows from the City of Manteca and some areas of the City of Lathrop. The City of Manteca currently <br /> discharges 5.3 mgd of treated domestic and industrial wastewater to 370 acres of farmland for irrigation <br /> adjacent to the treatment plant. Excess treated wastewater flows are discharged to the San Joaquin River. <br /> The Board is considering a revision to the NPDES Order pursuant to Section 13301 of the California <br /> Water Code. The City of Manteca(hereafter Discharger) requested modification of their permit to allow a <br /> change of their effluent toxicity requirements through utilization of a mixing zone in the receiving water. <br /> Proposed revisions to the Waste Discharge Requirements Order No. 97-115 is limited to acute effluent <br /> toxicity requirements and effluent monitoring in the monitoring and reporting program. <br /> The proposed revision to the NPDES Order requires the construction of a diffuser to disperse the effluent <br /> throughout the cross sectional area of the river. Discharge and river flow conditions will be prescribed to <br /> limit the size of the mixing zone in which aquatic life will not be fully protected. The acute and chronic <br /> mixing zones are estimated to be 2-3 % of the cross sectional area of the river at the maximum width of <br /> the mixing zone. The revision to this Order requires that the Discharger has the diffuser fully operational <br /> and therefore in compliance with the NPDES permit(Order No. 97-115) by 1 December 2001. <br /> A public hearing concerning this matter will be held: <br /> DATE: 17 March 2000 <br /> TIME: 9:00 a.m. <br /> PLACE: Regional Water Quality Control Board office <br /> 3443 Routier Road, Suite A <br /> Sacramento, California <br /> The hearing will not be conducted according to the technical rules of evidence. The Board will accept any <br /> evidence or testimony, which is reasonably relevant. <br /> Participants in the hearing are either designated parties or other interested persons. Only designated <br /> parties will have the right to cross-examination, and only other designated parties may be cross-examined. <br /> Interested persons -i.e., nondesignated parties - do not have a right to cross examination, but may ask the <br /> Board to clarify previous testimony.
