The request must explain the basis for <br /> status as a designated party and in particular how the person is directly affected by the discharge. <br /> The proposed Revision to the NPDES Order was distributed on 27 January 2000. Persons wishing to <br /> comment on this noticed hearing item are invited to submit such comments in writing to the Regional <br /> Board no later than 27 February 2000. All written comments received by this date will be included in <br /> the administrative record before the Board. Staff may provide responses to comments. Written testimony <br /> or comments submitted after 27 February 2000 will not be accepted and will not be incorporated into the <br /> administrative record if doing so would prejudice any party. This rule may be modified where a party <br /> demonstrates that application of the rule would create severe hardship. <br /> All interested persons may speak at the Board hearing, and may orally summarize their written submittals. <br /> Oral testimony will be limited in time by the Board Chair(typically no more than 15 minutes for <br /> designated parties and 3 minutes for other interested persons). Oral testimony must be relevant. Groups <br /> of speakers will be expected to select a spokesperson and not be repetitive. The length of time for cross- <br /> examination may also be limited. <br /> After considering the evidence, testimony, and comments, the Board may adopt the proposed NPDES <br /> Permit.
