City of Manteca and City*-atnrop •
Wastewater Quality Control Facility
• Cali forma Regional Water Quality Control Board, Central Valley Region
• City of Manteca
• City of Lathrop
• Persons directly affected by the discharge
All other persons wishing to testify or provide comments are interested persons and not designated parties.
Such interested persons may request status as a designated party for purposes of this hearing by submitting
such request in writing to the Board no later than 27 February 2000. The request must explain the basis for
status as a designated party and in particular how the person is directly affected by the discharge.
The proposed Revision to the NPDES Order was distributed on 27 January 2000. Persons wishing to
comment on this noticed hearing item are invited to submit such comments in writing to the Regional
Board no later than 27 February 2000. All written comments received by this date will be included in
the administrative record before the Board. Staff may provide responses to comments. Written testimony
or comments submitted after 27 February 2000 will not be accepted and will not be incorporated into the
administrative record if doing so would prejudice any party. This rule may be modified where a party
demonstrates that application of the rule would create severe hardship.
All interested persons may speak at the Board hearing, and may orally summarize their written submittals.
Oral testimony will be limited in time by the Board Chair(typically no more than 15 minutes for
designated parties and 3 minutes for other interested persons). Oral testimony must be relevant. Groups
of speakers will be expected to select a spokesperson and not be repetitive. The length of time for cross-
examination may also be limited.
After considering the evidence, testimony, and comments, the Board may adopt the proposed NPDES
Permit. Any person aggrieved by the action of the Board may petition the State Water Resources Control
Board to review the action within 30 days of the action.
Anyone having questions on the proposed NPDES Permit should contact Kyle Ericson at (916) 255-3041.
The proposed item and related documents may be inspected and copied at the Regional Board's office at 3443
Routier Road, Suite A,Sacramento, California, weekdays between 8:00 a.m. and 5:00 p.m. by appointment.
Please bring the above information to the attention of anyone who would be interested in this matter.
i
KENNETH D. LANDAU, Supervising Engineer
Dated: 27 January 2000
