CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 91-110 <br /> NPDES NO. CA0081558 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> CITY OF MANTECA AND CITY OF LATHROP <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter <br /> Board) finds that: <br /> 1. The City of Manteca and the City of Lathrop (hereafter Discharger) submitted a <br /> Report of Waste Discharge, dated 2 March 1990, and applied for a permit renewal <br /> to discharge waste under the National Pollutant Discharge Elimination System <br /> (NPDES) . The City of Manteca's wastewater treatment plant accepts wastewater <br /> flows from certain areas of the City of Lathrop, therefore the City of Lathrop <br /> is also named in this permit and is responsible for its wastewater collection <br /> system. The City of Manteca is solely responsible for the wastewater treatment <br /> facility. <br /> 2. The Board, on 26 April 1985, adopted Waste Discharge Requirements Order No. 85- <br /> 068 (NPDES No. CA0081558) which prescribed requirements for a discharge of 5.75 <br /> million gallons per day (mgd) of treated combined domestic and industrial <br /> wastewater to land and partially to surface water. Land disposal of effluent is <br /> maximized by discharging effluent at agronomic rates throughout the year to <br /> existing City-owned irrigation fields, as shown on Attachment "A", a part of this <br /> Order. Excess flows are discharged to the San Joaquin River, a water of the <br /> United States, at a point in Section 4, T2S, R6E, MDB&M, as shown on Attachment <br /> "B", a part of this Order. <br /> 3. The City-owned irrigation fields, Assessor's Parcel Nos. 241-310-16, 18, 32, 44, <br /> 48, 52, 53, 54, and 241-300-47, 48, 49, 50, total 283 acres. <br /> 4. The Discharger proposes to expand the plant's treatment capacity to 6.95 mgd to <br /> treat increasing flows from population growth. The expansion will include the <br /> addition of a primary clarifier and a secondary clarifier. <br /> 5. The Report of Waste Discharge describes the expanded discharge as follows: <br /> Average Flow: 4.20 mgd <br /> Design Flow: 6.9 mgd <br /> BOD: 13 mg/l <br /> Suspended Matter: 10 mg/l <br /> 6. The Environmental Protection Agency (EPA) and the Board have classified this <br /> discharge as a major discharge. <br /> 7. The Board, on 31 March 1989, adopted the Second Edition of the Water Quality <br /> Control Plan for the San Joaquin River Basin (5C) which contains water quality <br /> objectives for all waters of the basin. These requirements are consistent with <br /> that Plan. <br />
