WASTE DISCHARGE REQUIREMENTS -8- <br /> CITY OF MANTECA AND CITY OF LATHROP <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> SAN JOAQUIN COUNTY <br /> adopted thereunder. If more stringent applicable water quality standards <br /> are approved pursuant to Section 303 of the Clean Water Act, or amendments <br /> thereto, the Board will revise and modify this Order in accordance with <br /> such more stringent standards. <br /> F. Provisions: <br /> 1. Neither the discharge nor its treatment shall create a nuisance or pollu- <br /> tion as defined in Section 13050 of the California Water Code. <br /> 2. The Discharger shall comply with the "Standard Provisions and Reporting <br /> Requirements (NPDES) ," dated 1 March 1991, which are part of this Order. <br /> 3. Before exceeding an average dry weather flow of 5.75 mgd, the Discharger <br /> shall submit a certification signed by a California registered civil <br /> engineer, certifying that the plant is capable of meeting waste discharge <br /> requirements for flows up to 6.9 mgd. <br /> 4. The Discharger shall implement an effluent toxicity monitoring program in <br /> accordance with procedures outlined in EPA 600/4-85-014 (Short-term <br /> Methods for Estimating the Chronic Toxicity of Effluent and Receiving <br /> Water to Freshwater Organisms) and EPA 440/4-85-032 (Technical Support <br /> Document for Water Quality Based Toxics Control ) to ensure that their <br /> discharge does not produce instream toxicity. The Discharger shall carry <br /> out the biotoxicity monitoring program in accordance with the following <br /> schedule: <br /> a. By 1 July 1991, the proposed program shall be submitted to the Board <br /> for approval . <br /> b. By 1 September 1991, the Discharger shall implement the approved <br /> biotoxicity monitoring program. <br /> C. The Discharger shall submit the results of the biotoxicity <br /> monitoring program to the Board in accordance with the program <br /> schedule. <br /> If the discharge produces instream toxicity, the Discharger shall conduct <br /> an investigation and develop a corrective action plan. <br /> 5. The Discharge shall complete a Discharge Outfall Comparison Study. The <br /> goals of the shall include the following: 1) determine if the current <br /> discharge outfall is adequate to provide rapid mixing of the effluent with <br /> the receiving water; 2) evaluate alternatives to the current outfall to <br /> provide more rapid mixing; 3) provide recommendations for any improvements <br /> in the outfall design; and 4) propose a time schedule for completion of <br /> necessary improvements.
