WASTE DISCHARGE REQUIREMENTS -9- <br /> CITY OF MANTECA AND CITY OF LATHROP <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> SAN JOAQUIN COUNTY <br /> Task Date <br /> a. Submit Study Work Plan for Approval 1 August 1991 <br /> b. Submit Final Report 1 January 1992 <br /> 6. The Discharger shall submit a Sludge Management Plan by 1 August 1991, to <br /> comply with Sludge Management Specifications D.1 and D.2. This plan shall <br /> include a monitoring program to allow determinations of compliance with <br /> the Sludge Management Specifications. This monitoring will be included as <br /> part of the attached Monitoring and Reporting Program. <br /> 7. The Discharger shall comply with all pretreatment requirements contained <br /> in 40 CFR, Part 403, and shall be subject to enforcement actions, penal- <br /> ties, fines and other remedies by EPA or other appropriate parties, as <br /> provided in the Clean Water Act, as amended. The Discharger shall <br /> implement and enforce its approved Publicly-Owned Treatment Works (POTW) <br /> Pretreatment Program which is hereby made an enforceable condition of <br /> these requirements. EPA may initiate enforcement action against an <br /> industrial user for noncompliance with applicable standards and require- <br /> ments as provided in the Clean Water Act. In order, to comply with this <br /> Provision, the Discharger shall comply with the following time schedule: <br /> Task Date <br /> a. Submit the results of an industrial 1 August 1991 <br /> user survey. <br /> b. Submit an Inspection and Monitoring 1 August 1991 <br /> Program. <br /> C. Submit specific effluent limitations 1 October 1991 <br /> (local limits) for the general prohib- <br /> ited pollutants which shall be incorp- <br /> orated into the pretreatment ordinance. <br /> d. Submit Legal Authority and control 1 November 1991 <br /> mechanism implementation documentation, <br /> an Enforcement Response Program, and a <br /> list of resource allotments for the <br /> program. <br /> e. Submit proposed Pretreatment Ordinance. 1 November 1991 <br /> f. Adoption and Implementation of Approved 60 days after <br /> Program. Approval <br /> 8. The Discharger shall enforce the requirements promulgated under Sections <br /> 307(b) , (c) , (d) , and 402(b) of the Clean Water Act. The Discharger shall <br /> cause industrial users subject to federal categorical standards to achieve <br />
