WASTE DISCHARGE REQUIREMENTS <br /> CITY OF MANTECA <br /> SAN JOAQUIN COUNTY _7- <br /> 8. In order to comply with Provisions F.5 and F.6, the Discharger shall <br /> comply with the following time schedule for the specified tasks: <br /> Tasks Compliance Date <br /> a. Submit the results of an industrial 1 August 1985 <br /> user survey <br /> b. Submit a monitoring program which will 1 September 1985 <br /> implement the requirements of the <br /> pretreatment program <br /> c. Submit specific effluent limitations 1 September 1985 <br /> for the general prohibited pollutants <br /> (40 CFR 403.5) which shall be incor- <br /> porated into the pretreatment ordinance <br /> d. Submit proposed pretreatment ordinance 1 November 1985 <br /> e. Submit adopted pretreatment ordinance 1 February 1986 <br /> with effective date no later than <br /> 1 January 1986 <br /> 9. In order to comply with Effluent Limitations B.2 and B.5, the Discharger <br /> shall submit 120 days in advance of the upgraded plant start-up,, a tech- <br /> nical report for the maximization of land disposal of wastewater at <br /> agronomic rates, which specifies: <br /> a. crop types to be used and their associated water and nutrient uptake <br /> rates, <br /> b. seasonal wastewater and sludge application rates based on hydraulic <br /> capacity (based on a monthly water balance) , BOD removal capacity, <br /> nutrient uptake rates, and heavy metal accumulated rates, and <br /> c. application and runoff control techniques. <br /> 10. If future studies indicate that additional nitrogen removal is necessary <br /> to protect water quality, the Board may revise and modify this Order to <br /> include more stringent nitrogen limitations. - <br /> 11. The Discharger shall comply with the attached Monitoring and Reporting <br /> Program No. 85-068. <br />
