The City provided written <br /> documentation of the spill containment to the RWQCB on 19 January 2000. I visited the City on 2 <br /> February 2000 to clarify the facts of the spill containment. <br /> On 11 January 2000, at 8:20 am, the City was notified of sewage in SSJID Drain# 5,near the <br /> intersection of Airport Way and Yosemite Ave. A City employee,who was playing golf on the golf <br /> course adjacent to the drainage canal, smelled sewage odors emanating from the open, unlined drainage <br /> canal. <br /> The City sent maintenance personnel to the canal. The grating near Airport Way was lifted, and <br /> sandbags were put in place. Sandbags were also placed at a storm drain manhole upstream of the open <br /> ditch. From 10:00 to 3:00 pm,the contents of the ditch were pumped out with a 3-inch Honda pump to a <br /> sewer manhole a few hundred feet from the ditch. The pump's capacity was approximately 500 gpm. <br /> From the manhole, the discharge routes itself to the W WTP. <br /> The City had also brought out a 4-inch pump,but this pump was unable to pump against the low head in <br /> the canal. <br /> The open ditch beyond Airport Way, and downstream of the sandbagged area, was checked at 12:15 pm, <br /> and was found to be dry. <br /> Sewage that had been accumulating in the storm drain upstream of the open ditch was pumped to a <br /> nearby sewer cleanout,which discharges to the WWTP. Pumping occurred here until approximately <br /> 3:00 pm that day. <br /> There had been no rains for several weeks prior to the incident. However, a rainstorm occurred during <br /> the afternoon of the spill. The City had not completed pumping the sewage from the storm drain and <br /> estimated that over 1,000 gallons of sewage was sent down the drain.
