r <br /> REVISED WASTE DISCHARGE REQUIREMENTS ORDER NO. 97-115 8 <br /> CITY OF MANTECA AND CITY OF LATHROP <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> SAN JOAQUIN COUNTY <br /> 4. Wastes discharged to land shall not cause degradation of any waters of the state. <br /> 5. At all times, the discharge shall be kept within the designated disposal area, shown on <br /> Attachment A. The City may acquire additional areas for land disposal in the future. As these <br /> areas become available for disposal they will be added to the designated disposal area. <br /> C. Effluent Limitations (Discharge to the San Joaquin River) <br /> 1. The arithmetic mean of biochemical oxygen demand(5-day) and suspended solids in effluent <br /> samples collected in a period of 30 consecutive days shall not exceed 15 percent of the <br /> arithmetic mean of the values for influent samples collected at approximately the same times <br /> during the same period (85 percent removal). <br /> 3. The discharge shall not have a pH less than 6.5 nor greater than 8.5. <br /> 4. The Discharger shall use the best practicable cost-effective control technique currently <br /> available to limit mineralization to no more than a reasonable increment. The Discharger <br /> shall comply with this limitation by(1) submitting a mineralization plan for approval and <br /> (2) implementing the approved plan. <br />
