REVISED WASTE DISCHARGE REQUIREMENTS ORDER NO. 97-115 10 <br /> CITY OF MANTECA AND CITY OF LATHROP <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> SAN JOAQUIN COUNTY <br /> 6. To protect ground water(to prevent metals from leaching to groundwater), the application of <br /> sludge shall not cause the sludge/soil mixture to exceed the following soluble levels (mg/1) <br /> when extracted with distilled water using the Waste Extraction Test(WET) described in the <br /> California Code of Regulations (CCR), Title 22, Division 4, Chapter 30: <br /> Concentrations in Sludge/Soil Mixture Not to be Exceeded <br /> Metal Limitation(mn./ ) <br /> Cadmium 0.1 <br /> Copper 20.0 <br /> Lead 0.5 <br /> Nickel 0.134 <br /> Zinc 200.0 <br /> 7. Sludge shall be landspread and incorporated into the soil within 48 hours of arrival at the site. <br /> 8. Sludge shall not be applied to slopes exceeding 10 percent. <br /> 9. Sludge shall not be applied to soil with a pH of less than 6.5. <br /> 10. For each field that receives sludge the Discharger shall: <br /> a. Control public access for 12 months after each sludge application; <br /> b. Prevent grazing by animals whose products are consumed by humans for one month <br /> after sludge application; <br /> C. If the field is used as pasture, prevent grazing by milking animals for at least 12 months <br /> after each sludge application, and; <br /> d. Prevent planting of unprocessed food chain crops for three years after sludge <br /> application. <br /> 11. If the applicable management practice or numerical limitation for pollutants in sewage sludge <br /> is promulgated under Section 405(d) of the CWA after issuance of this permit and is more <br /> stringent than the sludge pollutant limit or management practice specified in this permit or in <br /> the existing federal or state laws or regulations, this permit shall be promptly modified or <br /> revoked and reissued to conform to the regulations promulgated under Section 405(d) of the <br /> CWA. The Discharger shall comply with the limitations by not later than the deadline <br /> specified in the applicable regulations, as required in Section 405(d) of the CWA. <br /> 12. Any proposed change in sludge use or disposal practice shall be reported to the Executive <br /> Officer and to EPA's Regional Administrator at least 14 days in advance of the change. <br />
