REVISED WASTE DISCHARGE REQUIREMENTS ORDER NO. 97-115 11 <br /> CITY OF MANTECA AND CITY OF LATHROP <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> SAN JOAQUIN COUNTY <br /> 13. The Discharger shall take all reasonable steps to minimize any adverse impact to waters of <br /> the state resulting from noncompliance with any sludge limitations specified in this Order, <br /> including such accelerated or additional monitoring as necessary to determine the nature and <br /> impact of the noncomplying discharge. <br /> E. Receiving Water Limitations: <br /> Receiving water limitations are site-specific interpretations of water quality objectives from <br /> applicable water quality control plans. As such they are a required part of the permit. However, a <br /> receiving water condition not in conformance with the limitation is not necessarily a violation of <br /> this Order. The Board may require an investigation to determine cause and culpability prior to <br /> asserting a violation has occurred. <br /> 1. The discharge shall not cause the dissolved oxygen concentration in the San Joaquin River to <br /> fall below 5 mg/l. <br /> 2. The discharge shall not cause visible oil, grease, scum, foam, floating or suspended material <br /> in the receiving waters or watercourses. <br /> 3. The discharge shall not cause concentrations of any materials in the receiving waters outside <br /> of the mixing zone as described in finding numbers 18, 19, and 20, which are deleterious to <br /> human, animal, aquatic, or plant life. <br /> 4. The discharge shall not cause aesthetically undesirable discoloration of the receiving waters. <br /> 5. The discharge shall not cause fungus, slimes, or other objectionable growths in the receiving <br /> waters. <br /> 6. The discharge shall not cause bottom deposits in the receiving waters. <br /> 7. The discharge shall not increase the turbidity of the receiving waters by more than 10% over <br /> background levels. <br /> 8. The discharge shall not alter the normal ambient pH of the receiving water more than 0.5 <br /> units. <br /> 9. The discharge shall not create a zone, defined by water temperatures of more than VF above <br /> the natural receiving water temperature, which exceeds 25 percent of the cross-sectional area <br /> of the main river channel at any point. <br /> 10. The discharge shall not cause a surface water temperature rise greater than 4°F above the <br /> natural temperature of the receiving water at any time or place. <br /> 11. The discharge shall not cause floating or suspended materials in the receiving waters. <br />
