10 May 2019 Advanced
AGE Project No. 18-4574 Environmental
• Vinyl tile flooring located in bedroom 2 (meth conversion lab).
A waste manifest is included as Appendix A.
3.1.2. Surface Scrub and Wiping
All surfaces not disposed of(see Section 3.1.1.) were scrub washed with a detergent and
cloth wiped with clean water three times, consecutively.
3.1.3. Encapsulation
The affected wall surfaces within the residence were encapsulated with an oil-based
primer. Additionally, the concrete floor located in the garage was refinished with an epoxy.
4.0. POST ABATEMENT SAMPLING SUMMARY
Post-abatement samples were collected on three separate occasions from within the
residence: 04 April 2019, 23 April 2019, and 03 May 2019.
4.1. SAMPLING METHODS AND PROTOCOLS
At present, "acceptable" limits for residual methamphetamine concentrations have not
been established by the Occupational Safety and Health Administration, the
Environmental Protection Agency, the California Department of Health Services, the
Centers for Disease Control and Prevention, or the National Institute of Occupational
Safety and Health.
The California Methamphetamine Contaminated Property Cleanup Act of 2005 (Chapter
6.9.1 , Section 25400 of the California Health and Safety Code) outlines criteria for the
assessment and cleanup of properties affected by clandestine drug laboratory activity.
Specifically, the Property Cleanup Act of 2005 established a State Re-Occupancy Criteria
of 1 .5 micrograms of methamphetamine per 100 square centimeters (µg/100 cm2) of
testing surface. Surfaces where methamphetamine contamination is detected at
concentrations above this threshold must be remediated until additional sampling
indicates the methamphetamine concentrations on remaining surfaces are below the
threshold.
Sampling protocols for sample collection were in adherence with EHD requirements and
the PSAR. Collected samples were enclosed in tamper resistant containers, tracked via
chain of custody form and shipping tracking documentation, and shipped via courier to a
qualified laboratory for analysis.
