Surface Scrub and Wiping <br /> All surfaces not disposed of(see Section 3.1.1.) were scrub washed with a detergent and <br /> cloth wiped with clean water three times, consecutively. <br /> 3.1.3. Encapsulation <br /> The affected wall surfaces within the residence were encapsulated with an oil-based <br /> primer. Additionally, the concrete floor located in the garage was refinished with an epoxy. <br /> 4.0. POST ABATEMENT SAMPLING SUMMARY <br /> Post-abatement samples were collected on three separate occasions from within the <br /> residence: 04 April 2019, 23 April 2019, and 03 May 2019. <br /> 4.1. SAMPLING METHODS AND PROTOCOLS <br /> At present, "acceptable" limits for residual methamphetamine concentrations have not <br /> been established by the Occupational Safety and Health Administration, the <br /> Environmental Protection Agency, the California Department of Health Services, the <br /> Centers for Disease Control and Prevention, or the National Institute of Occupational <br /> Safety and Health. <br /> The California Methamphetamine Contaminated Property Cleanup Act of 2005 (Chapter <br /> 6.9.1 , Section 25400 of the California Health and Safety Code) outlines criteria for the <br /> assessment and cleanup of properties affected by clandestine drug laboratory activity. <br /> Specifically, the Property Cleanup Act of 2005 established a State Re-Occupancy Criteria <br /> of 1 .5 micrograms of methamphetamine per 100 square centimeters (µg/100 cm2) of <br /> testing surface. Surfaces where methamphetamine contamination is detected at <br /> concentrations above this threshold must be remediated until additional sampling <br /> indicates the methamphetamine concentrations on remaining surfaces are below the <br /> threshold. <br /> Sampling protocols for sample collection were in adherence with EHD requirements and <br /> the PSAR. Collected samples were enclosed in tamper resistant containers, tracked via <br /> chain of custody form and shipping tracking documentation, and shipped via courier to a <br /> qualified laboratory for analysis. <br />
