SAN 10 A Q U I N Environmental Health Department <br /> c ; ► Y AMENDED <br /> 10/11/2019 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> STOCKTON LOGISTICS LLC 4199 E GIBRALTAR CT, STOCKTON September 12, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 102 CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br /> OBSERVED: <br /> -In the maintenance area,coarse metal fines and metal bars were observed in a"trash can"with trash in it.The <br /> coarse metal fines and bars was taken out of the trash can and placed into the scrap metal bin during the <br /> inspection.This portion of the violation was corrected on site. <br /> -A bin containing used greased wheels was in a bin next to the maintenance area.The TTLC results showed <br /> molybdenum to be at a concentration of 15000 mg/kg. An STLC test was not performed on the sample for <br /> molybdenum. According to the cover letter of the testing results provided by the facility,the molybdenum in the <br /> waste is molybdenum disulfide and is excluded from STLC testing requirements. The table listed in Title 22 <br /> California Code of Regulations 66261.24, however,only shows that molybdenum disulfide is excluded from TTLC <br /> testing. STLC testing is not excluded from regulation. <br /> -The facility has a sanitation crew that is responsible for cleaning up spills including soaps,bleach, and laundry <br /> detergent. According to Able Miranda,sanitation worker, it is standard procedure for spills(both liquid and solids)to <br /> be mopped/swept up and dumped into a sewer drain that flows through an oil-water separator located in the <br /> scrubber bay. No hazardous waste determinations are made for waste generated from cleanups. <br /> -Forklift lead acid batteries are power washed in the scrubber bay. The liquid flows through an oil-water separator <br /> and discharges into the city sewer system. <br /> -The oil-water separator is periodically pumped out by Advanced Chemical Transport Inc.The waste is treated as <br /> non-hazardous waste and transported on a non-hazardous waste manifest. <br /> REGULATION GUIDANCE: Any person who generates a waste shall determine if the waste is a hazardous waste <br /> as specified in Title 22 California Code of Regulations(CCR). There are wastes that are listed as hazardous <br /> wastes. There are wastes that exhibit one or more of the hazardous waste characteristics:toxic,corrosive, reactive <br /> or ignitable. <br /> CORRECTIVE ACTION: Immediately cease disposal of the above mentioned wastes, make a hazardous waste <br /> determination for each waste, and manage them according to Title 22 CCR. Use Safety Data Sheets(SDS),waste <br /> sampling and test results or other knowledge to support your hazardous waste determination. Waste testing must <br /> be done using methods specified in Title 22 CCR including sections 66261.20-24. <br /> Submit a statement and supporting documentation with your hazardous waste determination. Demonstrate current <br /> storage and labeling for wastes determined to be hazardous wastes.
