SAN 10 A Q U I N Environmental Health Department <br /> COUNTY— AMENDED <br /> 10/11/2019 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> STOCKTON LOGISTICS LLC 4199 E GIBRALTAR CT, STOCKTON September 12, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS Il,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 711 HSC 25201.160)Failed to submit or amend notification for aerosol can processing. <br /> OBSERVATION:Two punctured aerosol cans were observed in the metal recycling bin located next to the <br /> maintenance area.This facility is processing universal waste aerosol cans without submitting a notification or <br /> amended notification to the San Joaquin County Environmental Health Department(EHD). According to David <br /> Comes, Facilities Maintenance Manager,the employees are not supposed to be puncturing aerosol cans. <br /> REGULATION GUIDANCE: <br /> 0) (1) A universal waste handler that processes universal waste aerosol cans shall, no later than the date on which <br /> the handler first initiates this activity,submit a notification to the San Joaquin County Environmental Health <br /> Department by certified mail or in person. <br /> (2) Each notification submitted pursuant to this subdivision shall be completed,dated,and signed according to the <br /> requirements of Section 66270.11 of Title 22 of the California Code of Regulations,and shall include, but not be <br /> limited to,all of the following information: <br /> (A) The name, identification number,site address,mailing address,and telephone number of the handler. <br /> (B) A description of the universal waste aerosol can processing activities, including the type and estimated volumes <br /> or quantities of universal waste aerosol cans to be processed monthly,the treatment process or processes, <br /> equipment descriptions,and design capacities. <br /> (C) A description of the characteristics and management of any hazardous treatment residuals. <br /> (3)(A)Within 30 days of any change in operation which necessitates modifying any of the information submitted in <br /> the notification required pursuant to this subdivision,the handler shall submit an amended notification to the San <br /> Joaquin County Environmental Health Department by certified mail or in person. <br /> (B) Each amended notification shall be completed,dated,and signed in accordance with the requirements of <br /> Section 66270.11 of Title 22 of the California Code of Regulations,as those requirements apply to hazardous waste <br /> facilities permit applications. <br /> CORRECTIVE ACTION: Immediately prepare an up-to-date notification document for aerosol can processing with <br /> the required information or cease puncturing the aerosol cans before disposal.Aerosol can processing also requires <br /> a written procedure and documented training. Provide this information if the facility will continue to puncture aerosol <br /> cans. Provide a corrective action statement,the notification and supporting documentation to the San Joaquin <br /> County Environmental Health Department(EHD)within 30 days. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the <br /> complete report which replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by November, 10, 2019. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
