YOSEMITE AVENUE, <br /> MANTECA, SAN JOAQUIN COUNTY <br /> Staff of the Central Valley Regional Water Quality Control Board (Regional Board)have reviewed the <br /> 15 December 2003 Work Plan for Active Soil Gas Sampling(Work Plan) and the 2 March 2003 Revised <br /> Site Map for Work Plan for Active Soil Gas Sampling(Site Map) at the French Cleaners, 416 W. <br /> Yosemite Avenue, Manteca. The dry cleaning solvent perchloroethene(PCE)has been detected in <br /> groundwater at the Rainwater Car Wash at 420 W. Yosemite Avenue,which is near the French Cleaners. <br /> You submitted the Work Plan and Site Map in response to our 10 November 2003 letter, in which we <br /> requested that you conduct a soil vapor survey on and around your property. We have the following <br /> comments on the Work Plan and Site Map. <br /> We concur with the placement of sample locations SVG-1 and SVG-2. We also concur that a sample <br /> point is needed in the gravel parking area south of the building. Because PCE releases from dry cleaners <br /> frequently occur through sanitary sewers, it is important to have a soil gas sample taken both upstream <br /> and downstream of the lateral connecting the French Cleaners to the sanitary sewer system. The Site <br /> Map shows the existing sanitary sewer in the alley behind(south) of the French Cleaners. Therefore, <br /> soil gas samples should be taken in the alley behind the French Cleaners,both east and west of its lateral <br /> connection. <br /> The Work Plan is approved on the condition that the sample locations are adjusted as discussed above. <br /> By 29 March 2004, please submit a revised Site Map showing the locations of the soil gas sample points <br /> and the location of the lateral connection, and provide a schedule for the field investigation and <br /> submission of the investigation report. The report should be prepared in general accordance with Items <br /> To Be Include In A Site Assessment Report, which is attached for your convenience.
