Rainwater Car Wash Page 2 <br /> 420 West Yosemite Avenue October 24, 2011 <br /> Manteca, California 95337 <br /> At the December 1999 meeting, Mr. Elder had agreed to submit a reimbursement request <br /> to the State Water Resources Control Board Cleanup Fund (Fund) for work already <br /> performed at the site within one week of receiving a Letter of Commitment (LOC) from the <br /> Fund, and to initiate the work proposed in the work plan and addendum within one month <br /> of receiving reimbursement from the Fund for previous work performed at this site. After <br /> twice extending the implementation of the proposed work at the request of Mr. Elder, who <br /> claimed financial difficulties, the EHD, by letter dated 13 June 2000, directed Mr. Elder to <br /> implement the fieldwork proposed in the work plan and addendum within 14 days of date <br /> of the letter, and submit the report of findings, along with a well survey report, to the EHD <br /> within 90 days of commencing the work. <br /> Between 29 June 2000 and 07 July 2000, monitoring wells MW-1 through MW-5 were <br /> installed; Sensitive Receptor Survey, dated 08 September 2000, was submitted to the <br /> EHD by AGE; and four cone penetrometer test (CPT) borings, P-7 through P-10, were <br /> advanced at the site. <br /> On 07 March 2001, another meeting was held that was attended by Mr. Elder and <br /> personnel from AGE, CRWQCBCVR, and the EHD. Results from the CPT investigation <br /> indicated that the groundwater plume had not been defined vertically or horizontally. <br /> Based on the high concentrations of MTBE and other petroleum hydrocarbon constituents <br /> detected in groundwater, the EHD directed that interim remediation be implemented <br /> immediately. A goal for installing and implementing an interim pump-and-treat system at <br /> the site to control the migration of the plume was set for 16 April 2001. To meet this goal, <br /> a work plan for a groundwater extraction test, previously directed by the EHD, by letter <br /> dated 02 January 2001, was to be submitted to the EHD by 16 March 2001, and include a <br /> proposal for installing additional observation monitoring wells/piezometers for the <br /> groundwater extraction test. By letter dated 09 March 2001, a report of the March <br /> meeting was submitted by the EHD along with directives that all groundwater samples <br /> collected in the future for chemical analysis include the complete list of analytes reported <br /> by the Environmental Protection Agency (EPA) Method 826013; and a work plan be <br /> submitted by 01 June 2001 to define the vertical and horizontal extent of petroleum <br /> hydrocarbon contamination at this site. <br /> On 30 March 2001, extraction well EW-1 and groundwater observation well MW-6 were <br /> installed and on 05 April 2001 AGE performed an aquifer pumping test. By letter dated 27 <br /> June 2001, the EHD approved Interim Remediation Work Plan — June 2001, dated 22 <br /> June 2001, submitted by AGE for the implementation of groundwater pump-and-treat at <br /> this site and by letter dated 24 August 2001, the EHD directed Mr. Elder to install the <br /> pump-and-treat system by 30 September 2001. It was not until 21 January 2002 that the <br /> groundwater extraction system began operation. <br /> On 12 April 2002, the EHD approved the installation of 7 continuous multi-chamber tubing <br /> (CMT) groundwater monitoring wells proposed by AGE in Work Plan Addendum, dated 03 <br /> April 2002. Between 26 September 2002 and 09 October 2002, CMT monitoring wells <br /> MW-7 through MW-13 were installed. <br />
