(AGE), the environmental consulting firm retained by
you to handle the investigation and mitigation activities associated with the former-
underground storage tank (UST) system removed from your site, that you have not
provided payment to AGE for past-due invoices. As a result, AGE has temporarily
suspended the groundwater monitoring and remediation activities, and is holding all
reports associated with your site.
As a responsible parry, you must follow all directives issued by this office to remain in
compliance pursuant to California Code of Regulations, Division 3, Chapter 16, Article 11
or formal enforcement action by the Central Valley Regional Water Quality Control Board
may be requested. You are directed to submit all past-due reports to the EHD within
fourteen days of the date of this letter; restart the pump-and-treat (P-T) groundwater
remediation system using extraction well EW-1, and newly installed extraction wells EW-2
and EW-3; and resume monitoring and sampling activities immediately at your site.
In the Site Conceptual Model, dated 01 June 2010, AGE has recommended that a work
plan be submitted to perform a soil vapor extraction feasibility study to evaluate the
potential for soil vapor extraction to mitigate the remaining soil mass in the vadose zone
near the former UST area. The EHD concurs with this recommendation and directs that
such a work plan be submitted to this department by 02 February 2011.
In addition to the above, AGE also recommended that one additional cone penetration
boring be advanced northwest of MWA 1 to delineate the extent of the dissolved methyl
tertiary-butyl ether (MTBE) plume; and additional borings be advanced northeast of
sample PP-2 to delineate the adsorbed MTBE and total petroleum hydrocarbon as
