The
inspection results for the areas visited are listed below:
Administrative: Citation Enterprise informed us that a they have
substituted a product for their screen cleaning material. The new
product "Supra-C" does not contain any petroleum or chlorinated
solvents. A copy of the MSDS is attached with this report.
Citation Enterprise has provided a schematic drawing with their
January which shows two wet processes, film developing, and stencil
rinse B in building 1858 . The building had previously been
believed to be dry. The inspection reviewed the film developer
which is used for the intial art for all of Citations facilities.
Due to the fix used at this process, silver may be a expected
pollutant parameter at the outfall . The stencil rinse is used for
genreal washing and cleaning of the screens.
Water consumption may increase this year due to a new washer used
for cleaning the boards after the hot oil reflow process. Citation
is also interested in obtaining a pumice scrubber which would also
increase water usage.
Citation needs to improve their record keeping practices for
monitoring data. Several pH charts reviewed did not have any date
written on them. In addition, Citation was not able to produce
their emergency response plan (spill plan) or their Hazardous
Material Management Plan during the inspection. I have contacted
the Office of Emergency Services (Robert Lopez) about this
deficiency. I was informed that OES does have Citation Enterprise
listed as having their plans.
Citation Enterprise does not have a documented training program for
their operators nor do they have any notification material for the
operators on contacting the City should a spill be released to the
sewer.
