AW V <br /> Production Area: Citation has a stencil rinse tank and a film <br /> developing machine in building 1858 . Wastewater from these <br /> processes is discharged to the treatment unit. <br /> Cooling water from the hot press is used as rinse water for the <br /> acid clean tanks and micro-etch. However, hot press cooling water <br /> is not regulated based on rinsing needs. When the press is not in <br /> operation the rinse tanks are static, but the rinses tanks flow <br /> continuously when the press on in use. Since, rinse water may be <br /> discharged when no acid or micro-etch work is being performed this <br /> set would be a source of dilution. <br /> Citation Enterprise does the art work and the drilling operations <br /> for Citation Circuits (Fremont St. Facility) . There is a lot of <br /> materials and work products which are shipped back and forth <br /> between these two facilities. <br /> Wastewater Treatment: Daily samples are analyzed for metal at <br /> Citation Circuits lab. However, Citation Enterprise records are <br /> not complete. The operator also tests wastewater hourly with a <br /> hach kit, but this data was also incomplete. <br /> Chemical Storage and Waste: Citation Enterprise could not produce <br /> any manifest for sludge disposal. I have contacted Doug Wilson <br /> with County Health and informed him this deficiency. <br /> The bermed area for waste storage has cracks and broken areas. I <br /> have contacted Kent Miller, Fire Department, and report inspections <br /> results to him. <br /> Stormwater: Runoff from the back parking lot is pumped to the <br /> pretreatment unit, Citation needs to finish value work on this <br /> project to collect only the first 15 minutes of rain fall. <br /> Citation needs to improve documentation for waste handling, <br /> training, and spill response plan. Citation must upgrade waste <br /> storage areas to help contain spills. <br /> The additional water consumption may create hydraulic problems for <br /> the pretreatment unit. Citation has had several discharge <br /> violations within the last six months. Additional, loading may <br /> create problems for the clafier. <br />
