Facility and PBR Units Closure Work Plan <br /> 1848 and 1856 Field Ave., Stockton, California <br /> 1.0 INTRODUCTION <br /> r <br /> On behalf of Tyco Electronics(Tyco),Earth Tech Inc.(Earth Tech)is submitting this Facility and PBR Units <br /> ` Closure Work Plan, 1848 and 1856 Field Avenue, Stockton, California (the Work Plan)to the San Joaquin <br /> County Environmental Health Department (County), which serves as the local Certified Unified Program <br /> ` Agency(CUPA)at the site. This Work Plan is intended to summarize prior progress towards closure of this <br /> former printed circuit board manufacturing site, and to present a plan for future work intended to achieve <br /> closure of these addresses. We have identified two general types of issues must be addressed to obtain site <br /> closure: <br /> 1. Demonstrate that no chemicals were released from the two fixed-treatment units(FTUs)at 1848 Field <br /> Avenue that are permitted under the "Permit by Rule" (PBR) tier of California's tiered permitting <br /> system; and <br /> 2. Remediate chemical releases associated with facility production, not the PBR units, to below <br /> appropriate cleanup goals. <br /> The fust general type of issue was completely addressed during prior investigations, and petroleum <br /> ` hydrocarbons appear to be the only type of chemicals released from facility operations.The information in this <br /> Work Plan is intended to support this opinion. <br /> 1.1 Work Plan Organization <br /> Section 1 of this Work Plan presents the purpose and objectives of planned closure-related activities and a <br /> chronology of prior relevant activities at the facility. Section 2 presents a complete discussion of <br /> r <br /> environmental issues at 1848 Field Avenue, including a discussion of the facility usage, the issues and <br /> potential issues identified during prior closure-related activities,and a proposed plan to resolve each of these <br /> issues and potential issues. Section 3 presents a similar discussion for 1856 Field Avenue. Section 4 presents <br /> proposed cleanup goals for the chemicals associated with each issue or potential issue. Section 5 details the <br /> ` contents of the report intended to document the appropriateness of closure activities. Section 6 discusses the <br /> anticipated schedule for characterization,remediation,and site closure.
