The location of
the facility is shown on Figure 1. These two adjacent buildings operated in conjunction with a third, non-
adjacent building at 1950 W.Fremont Street, the closure of which is not addressed in this Work Plan.
► A chronology of prior closure-related activities follows:
• 1982—The buildings at 1848 and 1856 Field Avenue were constructed.Initially, 1848 Field Avenue
was apparently vacant, while 1856 Field Avenue was used for the production of printed circuit boards
by the Lika Corporation (Lika). Lika, which had its main facility at 1830 Field Avenue, is not a
predecessor corporation of Tyco.
• November 1984—a release of hazardous materials by Lika at 1856 Field Avenue led to the removal of
448 cubic feet of soil contaminated with copper and lead, and 9 quarters of groundwater monitoring.
This cleanup program was certified sufficient to protect human health by the California Department of
` Health Services,Division of Toxic Substances Control(currently the Department of Toxic Substances
Control,or DTSC)on April 28, 1988,as shown by the certification letter attached as Appendix A.
` • July 1986—Lika vacated the 1856 Field Avenue Facility.
• August 1987—Citation Circuits(a predecessor corporation of Tyco)moved into the 1848 and 1856
` Field Avenue facilities, which operated in conjunction with the main Citation Circuits facility at 1950
West Fremont Street.
• October 1995—Citation Circuits was purchased by Sigma Circuits.
• July 1998—Sigma Circuits was purchased by Tyco.
r
• May 2001 -Tyco ceased manufacturing operations at the facility and commenced closure activities.
• Second half 2001 —Tyco personnel decontaminated the facility, and reused or properly disposed of
facility equipment and materials.
• November 2001 —Tyco submitted to the County the Facility Closure Plan for 1848 and 1856 Field
Avenue, Stockton, California (the Facility Closure Plan) (Earth Tech, 2001). The Facility Closure
Plan proposed decontamination procedures, sampling and analysis procedures and locations, and
cleanup goals for chemicals of concern identified based on site knowledge and the most recent
Hazardous Materials Management Plan(HIvIR4P)for the facility.
LIWOAA1690991Gen.Meld WPlPWA.WPAug03.2.d" 2 August2003
r
