Facility and PBR Units Closure Work Plan
►. 1848 and 1856 Field Ave.,Stockton, California
Excavated soil will be placed in a covered bin in the fenced yard at 1856 Field Avenue. Excavated material
.. will be characterized and disposed at an appropriate landfill in accordance with all applicable rules and
regulations.
3.3.2 Petroleum Hydrocarbons from Lamination Press
r
Tyco will excavate subsurface TRPH contamination until the remaining soil meets the cleanup goals presented
in Section 4. As with the compressor area, Tyco intends to excavate the contaminated area without earlier
characterizing the lateral and vertical extent of contamination. As a result, the specifics of the excavation
program are still uncertain. The intended soil excavation program is as described for the compressor area.
3.3.3 Petroleum Hydrocarbons on Vacuum Baghouse Pad
` Tyco intends to remove the concrete pad on which the former vacuum baghouse once stood so that the property
can be returned to the landlord in its original condition.Earth Tech will observe the Tyco-coordinated removal
of this concrete pad. The removal will be documented, including with photographs.
Upon removal of the containment system,Earth Tech will sample the first native soil in two locations beneath
the pad. These confirmatory samples will be tested for TRPH by EPA Method 5520 at a state-certified
laboratory to determine if a release occurred. If the confirmation samples indicate a release,Tyco intends to
` excavate any residual contamination. We anticipate excavation will continue until residual soil meets the
cleanup goals presented in Section 4. If such an excavation is necessary, Tyco will solicit County input
regarding such an action prior to performing any excavation, disposal and confirmation sampling.
.. 3.3.4 PCBs from PG&E Transformer
Given that historical literature suggests PCBs were not used at the site and that no evidence of a release has
been observed,no PCB investigation or remediation is necessary prior to closure.
3.4 Summary of Planned Actions
r
Table 1 presents a summary of the actions planned for each of the seven issues or potential issues listed in
Section 2 and Section 3.
LIWOW690991GenerahFieidWPIReldAeWPAug03mldoc 12 August2003
r
