Facility and PBR Units Closure Work Plan
r 1848 and 1856 Field Ave.,Stockton, California
industrial setting than to metals in soil in a residential setting.
In the Facility Closure Plan,Tyco previously proposed that pH levels in soil from the range between 5.0 and
9.0 be considered acceptable for closure. In general,Tyco intends to continue using this range as its cleanup
goals for pH in soil.However,if natural pH levels in site soil are basic,particularly if typically above pH 9.0,
` Tyco will likely revisit the pH 9.0 cleanup goal.For pH in concrete,a pH between 5.0 and 12.0 is proposed as
acceptable given the high natural pH of cement.
5.0 REPORTING
Following the remedial actions described above, a closure report for the facility will be submitted to the
v County. The closure report will document the site closure activities, present conclusions, and request case
closure if appropriate. The report will detail all characterization and remediation activities including:
r • Facility decontamination and waste disposal in late 2001;
• Sampling and analysis in December 2001, including certified analytical results for the chemical
r, analyses;
• Waste disposal information for the sand from the former chemical storage tank containment system
` and confirmatory sampling results for soil beneath the former chemical storage tanks;and
• Removal and disposal of soil at 1856 Field Avenue containing TRPH, and associated confirmatory
sampling results.
The report will also be suitable for closure of the PBR units.As required by Title 22 CCR§67450.3(c)(11)(G),
the report will include a certification signed by an authorized representative of Tyco (the FTU owner and
operator)and by an independent,professional engineer registered in California,that closure of the two PBR
FTUs was completed in accordance with the Work Plan and the Facility Closure Plan and that the closure met
or exceeded applicable regulatory requirements.
r
r
r
L:IWOM690991Ge..Mid(d WPFteldAw WPAug03 rev2.dor 14 August2003
