VARIANCE <br /> Pursuant to Section 25143, Chapter 6.5, Division 20 of the Health <br /> and Safety Code (HSC) , the Department of Toxic Substances Control <br /> (Department) grants a variance to the applicant below as <br /> specified: <br /> I. Clark <br /> Olin Corporation <br /> (615) 336-4579 <br /> 2) Project site: <br /> 400 Industrial Park Drive <br /> Manteca, California 95336 <br /> 3) Project Description: <br /> Indy Electronics (Indy) is a contract assembler of integrated <br /> circuits. From February 1989 to March 1993 , Indy operated as a <br /> subsidiary of Olin Corporation (Olin) , located at 544 .Industrial <br /> Park Drive, Manteca, CA. On March 11, 1993 , Olin sold Indy the <br /> integrated circuit business, but retained ownership of the MQUAD <br /> anodization and stamping operations. as related to integrated <br /> circuit manufacturing. <br /> Indy generates corrosive wastewaters from the various plating and <br /> cleaning rinses. These wastewaters are pH adjusted in a series of <br /> tanks. The treated wastewater is discharged to the City of <br /> Manteca under Permit No. 88-1. Processes generating the <br /> wastewater include tin plating, solder dip, MECO plating, and <br /> MQUAD anodization. Indy operates under a fixed treatment unit <br /> (FTU) permit-by-rule (PBR) treatment permit, initially submitted <br /> to the Department on January 27, 1992, and revised, after being <br /> sold by Olin, on March 30, 1993 . <br /> As part of the business transaction, Olin continued to operate <br /> the MQUAD anodization process line within the Indy building <br /> complex in addition to leasing an adjacent building (544 <br /> Industrial Park Drive, Manteca, CA ) for administration and <br /> stamping operations. A .separate wastewater treatment system was <br /> constructed adjacent to Indy to treat wastewaters from theOlin <br /> anodization process. Olin operates the wastewater. treatment <br /> 1 <br />
