� J <br /> system under a fixed treatment unit (FTU) permit-by-rule (PBR) <br /> treatment permit, submitted to the Department on March 23, 1993. <br /> The treated wastewater is discharged to the City of Manteca under <br /> Permit No. 92-5. <br /> Due to space limitations, Olin plans to move the existing MQUAD <br /> anodization operations to a new location (555 Carnegie Street, <br /> Manteca, California) , very close to Olin's current location. <br /> The aboveground wastewater treatment system tanks operated at the <br /> current location under PBR authorization will go through closure, <br /> be dismantled and reassembled at the new location. <br /> Contractors hired to dismantle and close the treatment system <br /> tanks have indicated it will take 3-4 weeks to completely <br /> relocate the MQUAD anodization operations (process and waste <br /> treatment) . Olin has requested to shutdown, dismantle, <br /> reassemble and debug the wastewater treatment system while <br /> continuing to operate this anodization process at the current <br /> facility. In order to accomplish this, alternative treatment <br /> must be obtained for the process wastewaters generated. <br /> The wastewaters generated by Olin's MQUAD process were formerly <br /> treated in Indy's treatment unit, before Indy was sold. Indy <br /> requests a variance from the PBR wastewater treatment <br /> requirements to divert the wastewater generated from Olin' s MQUAD <br /> anodization process back to Indy's wastewater treatment unit for <br /> a period not to exceed 180 days. <br /> The wastewater will be treated and discharged to the City of <br /> Manteca under Indy's Permit No. 88-1. Treatment and subsequent <br /> discharge of Olin's wastewater under the conditions of Indy's <br /> POTW Permit is acceptable to the City of Manteca, as provided in <br /> correspondence dated June 16, 1995. <br /> 4) Type of Variance: New <br /> 5) Date issued: September 7, 1995 <br /> Expiration date: March 4 , 1996 <br /> 6) Applicable Statues and Regulations: <br /> HSC, section 25143 (a) (2) (A) . <br /> II. FINDINGS AND DETERMINATIONS <br /> The Department has determined that Indy Electronics, Inc. meets <br /> the requirements, as outlined in HSC section 25143 , for waiver of <br /> the requirements specified in HSC section 25201 (a) and <br /> California Code of Regulations (CCR) Title 22, division 4 . 5, <br /> chapter 20. <br /> 2 <br />
