4*100,4% Departfilent of Toxic Substances Control
Edwin F. Lowry, Director
10151 Croydon Way, Suite 3
Winston H. Hickox Sacramento, California 95827-2106 Gray Davis
Agency Secretary Governor
California Environmental
Protection Agency
March 16, 2001
Ms. Alison Youngblood
San Joaquin County Environmental Health
304 Webber Street
Stockton, CA 95202
Dear Ms. Youngblood,
Enclosed is a copy of the final inspection report for the hazardous waste
generator inspection that was performed at ISE Labs, Inc. (ISE) in Manteca, California,
on December 15, 2000 by staff from the State Department of Toxic Substances
Control. Please note that several administrative deficiencies were identified including
failure to maintain employee training records, failure to maintain an updated
contingency plan, failure to submit source reduction documents, and failure to adjust
cost closure estimates annually for inflation. Mr. William Price from ISE Labs, Inc. has
adequately addressed the employee training issue and has certified that all deficiencies
have been corrected. Also please note that ISE changed ownership on January 1,
2001, and is now known as Silicon Turnkey Solutions. ISE was instructed to notify the
San Joaquin County CUPA of the change in name and ownership.
ISE is a PBR permittied facility. The inspection report filed by the San Joaquin
County CUPA in March, 2000 suggested that ISE might belong in a lower permit tier
because ISE has significantly reduced the volume of hazardous waste that it generates.
Based on wastestream information supplied by ISE during the December 15, 2000
inspection, ISE still belongs in the PBR tier of the tiered permitting system.
If you have any questions or comments regarding the enclosed inspection report
please call me at (916) 255-3781.
4Re I ctfully,
zardous Substances Scientist
enclosure- Final Inspection Report
0 Printed on Recycled Paper
