Certification of local agencies notification: <br /> see Attachment A certified mail receipt <br /> B. Facility Owner Notification <br /> (The facility owner is also the facility operator) <br /> C. Treatment Activity Description <br /> The treatment process is an intermittent process in the facility. Industrial wastewater is <br /> generated from loading rack drains, tank bottoms and rain water runoff. This industrial <br /> wastewater flows through sumps to Tank #9 where commercial product is recovered. <br /> This product is then sold to an offsite facility to be recycled. The remaining water <br /> portion is then pumped to the oil water separator which the treatment Unit #1. Gravity <br /> separation occurs in this separator. Any commercial oil recovered from the separation <br /> process is sold. The water portion is then passed through the carbon adsorption units - <br /> Unit #2, where the water is treatedby adsorption and most of the organic material is <br /> removed.The water then passes though the carbon adsorption unit and is then <br /> discharged to a POTW permitted wastewater discharge point. <br /> D. Certification for tank integrity and containment <br /> Certification of tank integrity and secondary containment per title 22, CCR sections <br /> 66264.175(c) can be best shown by our compliance with SPCC rules and regulations <br /> 40 CFR 112. Our entire tank farm facility including our hazardous waste treatment <br /> activity is within the diked area for the tank farm. Our SPCC plan is certified by a <br /> independent, qualified professional engineer , registered in California. <br /> (see Attachment B) The size of the diked area is adequate to hold the volume of the <br /> largest tank at theStockton Terminal which is 100,000 barrels. This is adequate to <br /> contain a spill from the hazardous waste treatment activity occurring within the diked <br /> area. <br />
