Each open bag of laundry detergent was also bagged in a Stericycle bag labeled"One Waste
Per Bag"and marked with a date of"10/10"(IMG 9177-83). According to Almadelia Santiago, Receiver, potentially
hazardous waste is placed in the To Be Determined(TBD)tote temporarily, until she can determine if the waste is
hazardous waste.Almadelia stated the bags of laundry detergent were placed in the TBD tote on 10/10/2019.
Thomas Champion, Sr Assistant Manager, stated it appeared that the bags of laundry detergent were left in the
TBD tote because all of the other hazardous waste totes were full and could no longer fit more waste. The TBD tote
was missing the words"Hazardous Waste", name and address of generator, hazardous properties, physical state,
composition(contents), accumulation start date.
7.The hazardous waste management training posters were found posted on the shelving and wall behind the
hazardous waste totes, and were not easily visible to read(IMG 9154, 9196).
REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with
proper waste handling and emergency procedures, relevant to their responsibilities during normal facility operations
and emergencies.
CORRECTIVE ACTION: Immediately train the employees. Provide proof of training and training materials within
30 days to the San Joaquin County Environmental Health Department(EHD)for employees whose responsibilities
include hazardous waste.
This is a Class II violation.
FA0001579 PR0539378 SCO01 10/31/2019
EHD 22-01 Rev.9/20/2019 Page 6 of 15 Small Quantity Hazardous Waste Generator OIR
1868 E.
