SAN JOAQUIN <br /> Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />DELGADO AUTO REPAIR <br />Facility Address: <br />101 W DR MARTIN LUTHER KING JR BLVD <br />Date: <br />December 06, 2019 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # Remarks <br />4 (-)3 OCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br />waste. <br />OBSERVATION: In the hazardous waste storage area, one 3 gallon drain pan containing drained used paper/metal <br />oil filters was missing a lid. <br />REGULATION GUIDANCE: A container holding hazardous waste shall always be closed during transfer and <br />storage, except when it is necessary to add or remove waste. <br />CORRECTIVE ACTION: Immediately close the container and ensure all hazardous waste containers are closed <br />when not adding or removing waste. Provide a corrective action statement and supporting documentation to the <br />San Joaquin County Environmental Health Department within 30 days. <br />This is a Class II violation. <br />605 OCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br />OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. In the hazardous <br />waste storage area: <br />-One black 55 gallon steel drum containing used oil had the incorrect accumulation start date of 2/22/2019. <br />-One black 55 gallon steel drum containing used oil was observed with a hazardous waste label missing the <br />hazardous property, physical state, contents, the name and address of the generator, and the words "Hazardous <br />Waste." <br />-One 3 gallon drain pain containing paper/metal oil filters was missing a hazardous waste label. <br />-One 15 gallon portable drain pan containing used oil was missing a hazardous waste label. <br />REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br />words "Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br />(contents), accumulation start date <br />CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br />action statement and supporting documentation to the San Joaquin County Environmental Health Department <br />(EHD) within 30 days. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the END with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by January 5, 2020. <br />Starting September 1, 2018, all in-office CERS help will be provided at END hourly rate ($152).
